Can I use the plastic skitari from 40k for 30k mechanic stuff?

In a way, yes but they are nothing like the 40k Skitarii.

The rules for Hoplites and Peltast Titan-guards allow a limited access to *some* of the 40k Skitarii weapons but no-where near the full range. The rules are found in Book 7.

In terms of using the plastic models, then they are used as the basis for the upgrade kits of the Hoplites and Peltast.

Yup, Penddraig pretty much covered it. At a push you might be able to use them as counts-as tech-thralls but as mentioned above the weapons aren't really the full range offered in the plastic kit.

What about loyalist militia and solar aux can i use 40k imperial plastic for these as a cheap option?

For Militia the army list is designed to use whatever you need: Cadians, Fantasy Empire State Troops, Catachan, beastmen or even the AoS Kharadron range would fit with a bit of conversion. The key thing to remember is some parts of the Heresy community would expect a certain level of conversion on most non-40k models to 'tie-in' the range to the Heresy background so it may depend on your gaming group.

The Solar Auxilia are trickier. I have seen some conversions using the Tempestus Scion kits, but again they need some work to look appropriate- be also aware that using the plastic Scion kits isn't that much cheaper than buying the official resin models for the quantity you need. There are some alternative companies that could make some good SA but if you are planning on playing in GW Stores or Warhammer World events, those aren't an option.

In both cases, have a look at the various threads on the forum. There are loads of ideas bouncing around to inspire you and nearly everyone who plays Militia are more than happy to chat ideas.

You could always use the solar auxilia or militia rules with the skitarii models, I don't know what would fit best but I imagine you could find something that would fit
